When I taught this this year, I had the kids seated in rows. The very center kid was o degrees north and south and o west and east. Using them as the degrees. We practiced by saying who is __ degrees north and west... If you start off slowly it helps them get the concept of degrees better. Also beginning with relative location, general north and south, maybe using a map of the towns in your state...you can differentiate between relative and exact (lat and long) location...hope this helped.
