    Listen to your cooperating teacher. She knows the policies of the school, and she has "been in the business" far longer than you. From her experience and wisdom, she may know when to hold back because it's only a suspicion, and when to move forward because of just cause. She has already shown that she does care by talking with the school counselor. Use this experience as a learning experience, possibly by discussing with your cooperating teacher what warrants a report, the steps she takes, etc.
