I'd like to know the answer, too!

Wouldn't you just sometimes like to ask those parents what they'd do if a real problem came up and bit them? My own child had and caused real problems, and I would have given my right arm to have little problems like theirs!
As for the kid, I have had a surprise once or twice when I made the consequence of not working to be that the child wasn't given anything to do at all except just sit and watch everyone else work. It seems that the thing they dread worse than anything is exactly what they act like they want--probably because when you take the work away they don't have ammunition for pulling your chain.
Unfortunately, when you have to have grades you have to cave in and sit beside them to get enough out of them to grade. But the rest of the time.....boredom is a lot less interesting than a power struggle with your teacher!
