Flip the light switch. Hold your hand up and signal the countdown. Never speak. At zero, start writing names on the board. Still don't speak. When all are quiet you announce the consequence for those with their name on the board. Vary consequences so they won't know what to expect. I often use little stickers that I place on the shoulders of those who respond quickly (this also done with no speaking by the teacher). The stickers can be collected for prizes or priviledges. I find that the quieter I get, the more effective it is.
