Students need to be taught multiplication and division together not one then the other. They need to see how they connect. Just like addition and subtraction! (fact families)

Yes, these students should have learned them in the third grade. I know at our school the third grade teachers work diligently on these (and together, not separate). Many students still don't have them by the fourth grade and some even by fifth. They just have to memorize them after they have been taught the connection (groups of, arrays, etc.) I don't necessarily have any activites for you but this is my thought on the matter. Maybe someone else will have some ideas for you. Good Luck
