This sounds exactly like our teachers' discussions this year. The kids seem to be lower and lower every year. We did not incorporate another school, but definitely face your frustrations of capabilities. I have taught 5th grade for 20+ years and have never seen quite like what has been happening the last few years.
We have incorporated and after school reading program just for teaching basic skills missed. We also have an after school math tutoring program, again for drilling of basic facts.
Look at some materials from a company called Options. They meet our standards well in Missouri. I will look up some of the other workbooks we have purchased that seem to be helping.
