I'm glad to hear the administration was aware of what was going on in the classroom, both as a back-up to you and also to note the change in behaviors.

I don't know how you go about getting her room changed, and I don't blame you for wanting it. Hopefully the administration will see that the teacher needs help with discipline and have the resources to help her (mentor, workshops, etc.). It's so unfair to those children to be missing out on a learning experience because of a teacher's weakness in discipline.
