I am a third grade teacher also. I have been dealing with the same chatter problem. I have the words EXTRA RECESS on my board. Each time they start talking, I don't say a word, I just start pulling down letters. This will quickly stop the chatter.
I also give "table check points" to the table that is on task. The table with the most points will get a treat at the end of the week.
Sometimes I will just shut off the lights and we will have a five minute class time out. Heads are down and mouths are closed.
I have 26 children, so I feel your pain!!
