I agree with Jennifer. IMO, what you did made a mountain out of a mole hill. Perhaps a better choice would have been to remind the child of the instructions and if necessary, discuss it with him one-on-one during a free moment. Had you been their regular teacher they would know your policies and you would know their tendencies. A second grader turning his paper over to put his name on it out of habit is much different from an 11th grader turning his paper over to sneak a peek.
One of the most important things about being a sub (again, just my opinion) is flexibility. Steadfast rules should be reserved for more urgent situations. But we all make decisions we second guess later. It's how we learn to be better teachers.
