I'm see that he has support for reading so I'm wondering if mom would let this guy go to the resource room to have his test read to him? It's possible that he's misreading the words and thus getting the answers wrong.
IT's also possible that he is not a good test taker...often times these kids are terrible test takers. If that were the case possibly the resource teacher could teach him test taking stragegies....

I'd also ask mom how does he study for tests? by himself or does mom help? do you use study guides that she could use to help him study? I once had a student that learned his social

studies and science by playing the million dollar question...you know for $100 what is the capital of the USA? the parent kept track of the money and the kid ate it up.....competed with himself each night to beat the night befor dollar amount!
