Resource

I don't know if there is a standard but I can tell you what happens in my district. Resource teachers are part of the special ed department. Kids that are classified but not in self contained special ed classes are in resource.
They have IEP's and modifications for use in the resource room and my classroom. For us that means that the kids are pulled out for math, literacy or both during the day and they work with the resource teacher in a small class (usually about 6 kids) setting. The student in my class that goes to resource is on a second grade level in 4th grade so obviously it would be next to
impossible for him to sit and learn in my classroom. The resource teacher also comes into my room for in class support with this child two periods a week so that she can give him more individualized attention. In a class of 22 I can not offer him the same attention that he receives with her so it helps to have her in class sometimes. I've found in my experience that kids often go to resource as a transition, for example, if they are in special ed and it seems like the right time to get them back into regular ed, instead of just dumping them into a regular ed class they transition through resource so they still get more individual attention. On the same line of thinking, our child study team lead also uses resource to ease kids into special ed if the parents are having a hard time accepting their child as having academic/behavior needs. If they still have difficulty after going to resource, the decision is often made to put them in self contained special ed classes.
