Title I By KB

I'm a junior education student, and am in a practicum in a low income school (high Hispanic population), and we just completed our PALS (Phonemic Awareness...Language Skills?) testing, which determines whether or not children| will receive Title I services for extra help with language arts. No matter what the income of the child's family, if their scores are low enough (the cutoff I think is originally a 28, but our school raised the cutoff, I know one child who scored a 36 got Title I). Of our 21 student class, I think 5 are ESL (and so they don't qualify even though their scores are low, but that is understandable), | | and 9 got Title I. So 2/3 of the class are being pulled out at some point of the day!One thing I don't know if I agree with about Title I is we have a child who was retained (Kindergarten), and she qualified for Title I last year. Now, she gets services again automatically just because she got them last year. But she had one of the top scores on PALS in the class! Academically she is at the top of her class. I think I understand part of why she was held back, though. I knew this child last year since I work in the city and socially and emotionally she does not seem as mature as most other children her age. but that is totally off the subject of Title I So, yes, Title I does also have to do with academics.
