Renaissance Reading has a system for tutors to "buddy read" with students. The method is demonstrated on a video they provide participants in their workshops, so if you can find someone with the video you could at least
approach the tutoring time with a method in mind. It's simple and easy and the video is provided with the intent of training volunteers who read with the children. Also, check out Steck-Vaugn (Harcourt)for upper-level interest/low level reading materials. For full-blown programs for students who are behind in reading,
you might want to check out the Herman Method It's been around
10-15 years that I know of and has a good track record when used with groups of 3 or less. It is a 3-4 year program, but looking at it might give you some direction. I've not taught it, but had a fourth grade student who went through the program some years ago who made amazing progress. OK, enough input from me!
