    We are dealing with this at my school right now. We are a Title I school with a very at-risk population, in fact we had the most at risk to fail the new state test identified in the district (scary). From what I understand it is meant to stop social promotion (which we all know goes on) and not pass a child who hasn't the skills to succeed in the next grade level. We also have to make sure that we are doing lots of diagnostic testing and monitoring to see which children need more intervention to help them pass.

    At my school we are having to comb through cum files and look up test scores from second grade and see who was at risk in second grade and set up tutoring programs after school for these children. We also have to document each day that they are getting 30 minutes of small group instruction from us each day. We have been working our tails off to get them ready for the new harder state test (Texas) which every 3rd grader has to pass in order to be promoted to 4th. They get 3 shots at passing it befoe they are reatained. Now, I'm not sure how much of this has to do with "No Child Left Behind" and how much has to do with becoming a Title I school. I know that it has something to do with it though. Clear as mud? It is to us too. We just do what the administration piles on our list. Good luck!
