I feel that it is important that we don't teach children habits that will hurt them later in life. In the "real world" no one will be stopping and waiting for these children to get it together. I would go on with the lesson and let them suffer the concequences, unfinished work, missed information, whatever. Most will tighten up after they figure out that they really do have to do what everyone has to do. If a child simply can not get it together after most of the rest have, he may need some special help learning to organize and focus.
