Why not pair them up with some of your "higher" students. This way your students can help them with the assignments. This will also help them with their language.

Do they take "language" courses as well? It may just
take time but they will begin to pick up English as the year progresses simply to be able to communicate with their friends, etc.,

Are some of these students new to the country? If so perhaps you could add their home countries to your lessons on geography and they could explain and answer some of the questions that are raised in your class. Again with their partners they could do

a presentation on their country.

Or you could have them settled in small groups - I don't know how many students you have altogether - but you could perhaps group them in groups of 4 or 5 including the ESL student. This way the ESL student has 3 or 4 classmates to depend on and learn from.
