Is being a title 1 school supposed to reduce class size?

I'm in a title 1 school also, but over half of our classes are almost 30 students. I have 27 in my class this year. I agree totally with other posters who say a smaller student to teacher ratio is the best way, but last year my 19 were much more challenging and I did far less teaching than I am doing this year. It really depends on the students and how willing they are to work.
