A suggestion

I can see your idea having merit but I can also see why schools might be hestitant in being involved. I would have a hard time myself asking my students to pay $5.00 to send a letter to Santa. So the cost then falls on
the school and for some schools it's just a cost they cannot afford even if they wanted to.

Why not approach schools in a different format? See if there are any classes that want to do fund-raising to help out Tricia. Many teachers like to do projects with their class to allow their students to contribute to a cause they can be a part of. This sounds like one of those causes. Send

a letter to each school, perhaps as well groups like Guides, Brownies, Scouts, Youth groups at Churches, etc.,

If you wanted to stick to the Santa letter idea - perhaps rather than go through schools, see if you can set it up with free advertising where parents can have their children participate and they pay the cost.
