I dont think that someone should be able to be a principal of an elementary school if they have not taught it themselves. That may sound ridiculous, but they have these principals for k-4 schools that are used to high school or middle school. It is so different.
I dont know about your class, but while we are doing any kind of writing(journal, interactive, shared, etc), there IS noise in our room. I actually encourage talking during writing. They are thinking aloud, sounding out, COMMUNICATING. Your principal should know that there is a difference between out of control, and productive.
