    I too have some students who are phonetic spllers. These students do not respond well to using the dictionary because they don't know that they misspelled the word.

    It helps to have the students trade papers and find each other's spelling mistakes. Pair a strong speller with the weaker spellers at first. Also each student should have a Dolch list of common words to refer to. They can build their own dictionaries also. Every time they misspell a word, they add it to their personal dictionary that they keep (a spiral or Duotang folder that you can add paper to work great).
