I don't know what to tell you, but I sympathize. I have a child who is just like your student. He acts out and breaks the rules and has huge tantrums when issued a consequence. It is always someone else's fault.

His parents are, to put it bluntly, psycho. Everyone told me not to talk to the mom, even the principal, because of her past behavior. So I sent notes (never returned) and called dad. He proceded to tell me how important his career is and he doesn't know anything about anything. The next time I called him he screamed, called me names, and slammed the phone in my ear. Remember, I have done nothing to this man. He doesn't even know me. When my VP called him to see what the problem was, he said I was delaying him going to a meeting and that is why he was justified in treating me that way. Now I have been told not to talk to the dad either. It is stressing me out so bad. I have never been treated that way by a parent. If anyone has any advice I would love to hear it.
