Your first step might be to go to them. Get them in the habit of NOT getting up, but raising a hand and you coming to them. As you meander through the class, praise students who "have worked without having to raise hands
or get out of their seats)--maybe even start thaat with M&M rewards that get replaced by stickers that get replaced with praise and a pat on the back. Another thing I've done to make the point that kids are not to follow me around or come to my desk is to answer whatever they ask with "I can't hear people who aren't sitting in their seat." and then just return to what I was doing before
& ignore them. They'll usually rush back to their seats then so that I can come to them. At first be quite responsive and quick to get there, then lengthen you response time gradually until they are trained to stay put. It's a training thing, so don't try to use words to fix the problem--use actions.
