Being a sped teacher myself, and knowing how some teachers are, You need some evidence of his behavior. Do some assessments on his abilities such as letter recognition and sound recognition. Take some data down on how often he disrupts your class in a set time and how he disrupts it. also take a minute at the end of each do and write a short paragragh on how his day went. The more data you have to back you up, the more likely the student will get the services that he needs.
