I would probably schedule a very serious talk with them, telling them that from now on you are NOT going to repeat instructions for an assignment. If they don't hear it the first time then it is too bad. Let a few of them get after- school detention or several bad grades in a row from not listening and see if they change. You will have to be very strong and firm and stand by what you say, and make believers out of them.
