I taught a student who elected to be mute with adults. She would talk to other students, particularly some girls she trusted. I always gave her the option of presenting in a partnership or group. The other students had no problem with this - it was obvious she needed modifications. Her parents were willing to have her marks modified. She had been horribly abused, put in the foster system and then adopted by a wonderful family. She did begin speaking in grade eight, however was nowhere near ready to stand in front of the class and speak.
