Low IQ's

In my state in order to qualify for services as a student with mental retardation your IQ has to be below 70 and you must show deficit in adaptive behavior. Usually there are tests that can be given to get a 71 IQ into special ed this way. In order to be learning disabled you have to have a normal IQ and then perform atleast 15 points below that. Therefore if someone's IQ is even 140 and they perform at 100 they are technically learning disabled. However a student with a 80 IQ who performs at 80 is not. Unfortunately these students are just low level and special educators can't help them.
