Low IQs

I understand your frustration. In my district in order for a student to qualify for CD they have to have a low IQ (CD is 68 or below)plus not be able to function in their world (i.e dressing, bathing, touileting). I think since "normal" IQ is 100 that having students without resource help with IQs in the 70s or 80s is difficult for the child.
