Are you sure that kids who are simply "lazy" with normal IQs are getting into special ed? That doesn't happen where I live. The policy for getting into the kind of special ed known as RSP or Resource is that you have a
normal IQ but are functioning below your potential due to a learning disability. The idea behind this is that the discrepency between IQ and performance can be lessened if the student is taught using alternative teaching strategies.

Another kind of special ed, Special Day Class or Special Curriculum, IS for students with low IQs. However, some students, like yours, seem to miss the

cutoff point just barely. I had one like that last year. It is disheartening to have a student who is basically just being babysat by the public school system for 13 years, then sent out into the real world without any life survival skills.
