I'm not sure if this would help, but instead of exlaining it as a rememberance of something bad maybe you could approach it as a celebration of how great it is to be an American. Maybe a little about the term patriotic. I don't think I would exclude the child from the festivities-diversity is what makes this country so great. In our school, the students realize that some of our students react differently to things and they accept this.
I guess it really depends on each situation. As for an activity--you might check out crayola.com or 9-11as history. They have some good activities.
