I wouldn't go with a GL lower, self esteem issues...rather I'd see if anyone else has one or two at a similar level and switch off who works with them, which should be daily. And, to Carol...another possibility is to use the Developmental Reading Assessment published by Celebration Press a part of Pearson Learning. Hope you get things worked out... ;-D
