I've taught 4th and first. I've had children in 4th grade reading on a first grade level and wondered how in the world they were passed. I've also been in the situation where I've tried to retain a child, only to have them promoted anyway! A very wise teacher told me to write on the copy of the report card that stays in the permanent record, "promoted by an administrator" just to cover ourselves. We had students that moved around constantly and they never learned anything, and students that were so old that the administration just wanted to get them out of the class because they were so much older than the other students. I understand your frustration!
