are you an administrator? are you the director of special ed? are you a special ed teacher? this is totally out of your hands if you're not an administrator so the best advice is to stand back and watch....I
know you feel like those kids need better and you're right they do....and yes the district should have kept looking...for what ever reason they didn't and you have to live with their choice....if parents come to you with complaints direct them to your administrators and keep out of it as best you can. The district knows the risks that it's taking and they are the one to deal with it.
This teacher could possibly get emergency certification in special ed....if she/he can prove they are working towards a special ed degree. As hard as it may be bite your tongue!
