It doesn't sound like there's anything wrong with this kid. She's just different. This really shouldn't be a big problem. If you have pre-k, you're whole group stuff should only be a few minutes, and certainly not consume
most of the day. How is she during free play? Certainly she can try new things during free play. Her hesitation is more of a personality trait then a manipulative way of taking an easy way out of a situation. There are plenty of ways to try new things and work on personal skills during play situations. How does she interact with peers in the dress-up area? blocks? art center?
etc. Is there any particulat material that interests her? What kind of bond/relationship does she have with you? How long has she been in the program?

You might want to read Origins of Intelligence by Stanley Greenspan, it gives insight into how we are different, how our brains are wired differently. It also contains info on the highly sensitive person.
