By "functional & instructional" do you mean interactive as if it were a center? I will assume that's what you mean. What you do depends on the grade, but here's some ideas to get you thinking:
matching colors, shapes, patterns, etc.
matching capital letters to lower case letters
matching pictures of coins to their values
matching dots to their numerals
reading clock times on a standard clock face
matching pictures to their starting consonant sound (cat = Cc, dog = Dd)
sorting long vowels and short vowels
creating math sentences
unscrambling spelling words
There's a lot you can do. Hope this gets you started.
