I teach fifth grade and there is alot of talking when working in groups. I have found out though they are actually talking about the activity they need to do. I really inforce using 6" voices. They know if I turn the lights off (3 times) they need to clean up. This seems to work. Also play music and tell them if you can not hear the music they are to loud. Finally I give out homework passes to the students who are working cooperatively.
