I've found the following to work in helping my fourth grade students understand latitude and longitude that's cleaner and cheaper!

Make a photocopy of the region you're studying (or world map) for each student. Glue on oaktag and laminate for future use. For each laminated photocopied map, you'll need to tie one piece of yarn around it vertically (longitude) and one piece of yarn horizontally (latitude). Students will find it much easier to locate degrees of latitude and longitude this way. Since it's a tactile, kinethetic approach, they find it enjoyable and grasp the concept.
