What shortage?

What shorrtage are they needed to fill here? I know teachers that teach the many different areas and they aren't getting interviews or jobs so why on earth are schools recruiting from other countries? I'm tired of not working and would love to be hired but I can't get an in interview! The county I live in claims there are 150 plus applicants for the 2002-2003! They keep hiring teachers from other states and pass us up and act as though we don't even exist! I spent the first 29 years of my life in California and the last 14 here! I'm not trying to be mean! I'm just frustrated!
