The best way I have come up with is to actually have a mock election and vote for "government officials." Last year we actually voted for members of all three branches of government and created classroom, playground, and lunchroom laws. I had the kids play the appropriate roles for each branch of government. It was a fun activity, and I think the kids learned a lot about the functions of government by the time they were finished. It took us two days to do this activity.
