I think it depends on where you teach. In the county where I teach, my second graders have to pass a test by April with a certain score. On that writing test they need to have a paragraph with a topic sentence, at least three ideas about that topic, and a concluding sentence. That is the bare minimum. They should also be starting to develop details about at least one of their ideas. I hope this helps!
