Pam,
I've used the 2-pocket folders with 3 prongs. You can add the pages as you do mini lessons on how they are to be used. I've also heard others say they've used spiral notebooks and glued in resource pages. My personal thought -- folders are easier to set up and maintain. Here's a tip that helped my 4th graders (and me). I used different colors of paper when I copied resource sheets for them. From then on, we referred to them as the gold sheet, etc. I think you are going to love 4th graders. Have fun!
