I have over the chair storage pockets that go on the students' chairs. I personally use them to keep three things in: assignment notebook, take-home folder, and unfinished work folder. They are always right there when we need them.
It is also one of the morning jobs. Returning the notebook and folder to each student's pocket is less interruptive to the student.
These can be made fairly inexpensively. My sister makes mine for me. If you are interested, I will try to get the measurements and directions for you.
You can buy them, but they are much more expensive.
