The best thing that I have found to help with classroom management is to teach your procedures and your expectations as if you were teaching them math. Teach it until they understand what you expect from them. First you have to know what you expect from them in order to teach them. They do not know what your expectations are until you teach them. They may have come from a teacher who had totally different expectations from you. So take the first week or two and teach them. Then review as often as needed, Especially after holidays. When new students arrive go over them again. Good luck!!!
