The Fred Jones model of classroom management has two parts -- instruction and discipline. If you follow his lead in instruction, it is supposed to eliminate most of the behavior. Therefore, PAT is a reward for following
rules and procedures in a timely manner, not used to discipline. All PAT activities are educational, not recess. This not only reduces wasted time during instructional periods, but PAT time reinforces instruction in a fun manner.

I tried PAT last year as my only means of discipline. I used the stopwatch and took away time when the kids didn't comply. I now know that this won't work.

You have to use PAT as a reward.

I recently attended a 3-day workshop with Fred Jones. He has combined his two books (Positive Classroom Discipline and Positive Classroom Instruction) into one, easy-to-read manual, Tools for Teaching. This manual is word-for-word what he says during the workshop. Get it and read it! You can buy it from his website, http://www.fredjones.com There is a message board and study guide on his website.
