absent/tardy

my school sends out letters after 5 days absent, 10 days and 15 days warning parents that their child is getting close to the 20 day limit. After 20 days absent a child is evaluated to see if a retention is necessary. It sounds good on paper, but I had a girl that was absent 115 of the 180 school days a few years back and I put in a retention for her (academically she needed to stay back) Her mother flatly refused the retention because she was already left back in first grade and she didn't want her to be older than all her classmates. My principal backed me, but the mother ended up pulling her out of our school and sent her to a neighboring town for 5th grade. Turns out she had been in 4 different schools in 5 years because of this problem.
