I student taught with a teacher that used this plan for pencils. During morning bathroom break she would call tables to sharpen their pencils. (the bathroom was close to our room, so a table at a time used the restrooms while the rest of the class worked on seat work) Table one used the restrooms, table four sharpened pencils..etc. This worked well. The students all ways had 2 or 3 pencils that they sharpend (and thus if a pencil broke, they had back up at their desk) She also did this in the afternoon as well. So there was no need to complain about a dull pencil because we sharpened them 2 times a day. If a student lost a pencil she would hand them the big fat pencils...nobody really likes these pencils, so few pencils were lost.
