In BC (Canada) the ministry of education has produced reading and writing (all styles) rubrics and that is all we use to assess reading and writing. There is also one on social responsibility and they are developing a math one. There are four categories: Not yet meeting expectations, minimally meeting expectations, fully meeting and exceeding expectations. They work great for reporting purposes and once the kids become familiar with the language they can really drive your instruction. I am not sure of the exact ministry website, but if you look somewhere for the British Columbia Ministry of Education you should be able to find them.
