If you use a fine grade of sandpaper you may be able to just sand off the dingy-ness (is that a word???) and not have to paint at all. Either way, lightly sand the pipe and wipe it with a tacky cloth or damp cloth. This gives the pieces a surface that will take the paint better. If you have a can of spray paint at home give it a try in an inconspicuous place or on a piece of scrap pipe. It worked for me, but plastic is always tricky. You could also try acrylic craft paint, but it would take much longer to paint your pieces and it would wear off easier too.
