Check your own districts policy. I agree with Alison that continuim of special services should be followed but apparently all are different. If a child in our district receives 51% of speical services they are in a full time class. Again, our district went through a pre due process and I can't repeat enough to people that FAPE(free and appropriate public education)must be considered. Often we are blind sided and look only at LRE when the true key word is what is appropriate for that child and if a team knows what is appropriate and allows something else to happen, it can be big trouble for the district and you. So if you as a team member disagree, write a dissention to the IEP.
