this is a huge question-another avenue?

Erin,
For anyone who works with special needs students, it would be a huge task to answer your questions on this board. I and I'm sure many others would be happy to help you, but I know I personally could type for hours
about the ways we try to meet the needs of these students and work with special service providers. Maybe someone else could do it more succinctly than I. My suggestion, however, would be to contact a local school district you are familiar with. Talk to the principal or the secretary (secretaries really run the schools, you know!) and explain to them what you need. Chances are they
know of a great teacher for you to speak with . They could give her/him your phone # so that person could contact you. That way you can ask specific questions over the phone, or maybe even meet at the school.
Anything I could answer for you here would truly only scratch the surface of a very complex process.
I hope this helps!
