interesting study, different conclusion

Well, I took a look at the British Journal article too, and that study is clearly not the one Parent is referring to.

Parent says there's a study indicating that sex ed increases sexual activity. This one states that current
school-based sex ed programs (including the abstince-only ones -- the ones that "tell them NOT to", as you suggest) don't seem to be preventing sexual activity.

While this is certainly not good news, the study's authors' recommendation is NOT that sex ed programs should be discontinued, but that they should be improved. Here's an excerpt:

"Adolescents have suggested that sex

education should be more positive with less emphasis on anatomy and scare tactics; it should focus on negotiation skills in sexual relationships and communication; and details of sexual health clinics should be advertised in areas that adolescents frequent (for example, school toilets, shopping centres). None of the interventions in this review focused on strategies for improving the quality of sexual relationships. Sexual exploitation, lack of mutual respect, and discomfort in voicing sexual needs and desires are common problems in adulthood. Interventions to help adolescents learn about healthy sexual relationships need to be designed and evaluations of these interventions that follow the adolescents into adulthood should be done."

Anyone who's interested can read the original article at http://bmj.com/cgi/content/full/324/7351/1426
